Hi the documentations states that there is a per domain and per user messages size limit on this web page:

BUT my screen does not have it.

Unfortunately, CentOS 6 uses Cluebringer (a.k.a. Policyd v2) instead of Policyd-1.82, and Cluebringer doesn't support this feature.

Curious, what distributions support this feature?

Even more curious, which combination of distribution and backend (LDAP, mysql, postgress) is your favorite?

It doesn't depend on distribution. Cluebringer doesn't support this feature.
