After several weeks of trying to get to the bottom of why the SOGo jail was not working, it looks like the problem is related to the time stamps in the SOGo logfile.  Log entries there are 5 hrs behind the system time which is set to London - presently UTC +1.  Specifically, a log entry from 1300 system time will be shown as 0800 in the SOGo log entry.

How do I correct this?

Do you have correct timezone in SOGo config file (/etc/sogo/sogo.conf)? For example:

    SOGoTimeZone = "America/New_York";
