I am trying to follow this instruction http://www.iredmail.org/docs/upgrade.ir … -jaillocal but the jail.local does not have the rules stated in it. Where can I get a copy of the jail.local with all the rules in it.

The jail.local may be slightly different in iRedMail releases, if you have rule to block all ports for ssh, then it's ok.

Zhang, would it be save to take this sample file https://bitbucket.org/zhb/iredmail/src/ … jail.local and cut and paste rules into it? I am running version 0.9.6 now

YES, it's safe.
You can setup a new virtual machine and install iRedMail, then copy jail.local (and required filter files in /etc/fail2ban/filter.d/).
