When httpd stopted or starts, I get these two lines in /var/log/secure:

Jan  8 23:59:33 host polkitd[579]: Registered Authentication Agent for unix-process:13408:35452081 (system bus name :1.13521 [/usr/bin/pkttyagent --notify-fd 5 --fallback], object path /org/freedesktop/PolicyKit1/AuthenticationAgent, locale en_US.UTF-8)

Jan  8 23:59:34 host polkitd[579]: Unregistered Authentication Agent for unix-process:13408:35452081 (system bus name :1.13521, object path /org/freedesktop/PolicyKit1/AuthenticationAgent, locale en_US.UTF-8) (disconnected from bus)

(In the case of systemctl restart httpd.service only once.)
