I create multi users using “create_mail_user_OpenLDAP.py”
I need to force all users to change there password before continue login to the webmail
that mean when the user login to the webmail first time he will prompt to change the password to continue using the webmail

What is your exact question, that you want to use this feature with Roundcube ?
If you use roundcube check this out:

This will not force users to change there password at the first login.
My issue is that the admin has all users password since he has the CSV file imported, so he can access any mail

I need to force all users to change there password before start using there mail

The Roundcube plugin mentioned in @phyt's post does what you want:
