I have read how to disable these globally on the server, however I am wondering if it is possible to disable these on a per domain basis?

Yes you can do that. You need to modify amavisd database, users and policy tables. Amavisd mysql guides can be found here: https://www.ijs.si/software/amavisd/REA … -mysql.txt

Or, manage it with iRedAdmin-Pro. You can disable them in domain profile page, or user profile page. Like this:
