Hello,
How can I block some external address for one particular user?
Is there any possibility to do it via iredmail GUI?

*) If you're running SQL edition, you can update SQL columns in "vmail.mailbox": allowedsenders, allowedrecipients, rejectedsenders, rejectedrecipients.
*) If you're running LDAP edition, you can manage it with iRedAdmin-Pro in user profile page, under tab "White/Blacklist".

Does action reject just drops an email or sends some kind of bounce/reject message?

It uses Postfix action 'REJECT' with a reason message.
