If I make policyd changes (Cluebringer) in the webUI (https://<server>/cluebringer/greylisting-whitelist-main.php), specifically for greylisting whitelist, do I need to restart any services to enable said changes?

I don't believe so. The mistake i made in the beginning was setting 'yes' & 'no' wrong. 'yes' means bypass and 'no' means enabled.
A bit confusing sometimes.
