Topic: Outlook keeps downloading all Emails frequently over POP

I am seeing weird issue with my live mail server that many users have started receiving all E-mails from start to end frequently. It should only download new Emails except the ones which already had been downloaded. But users have started receiving all emails again on their outlooks/thunderbirds and there is no specific time or specific users who are facing this issue.
We do not use webmail client to access email as our Email policy/Security policy only allows using email application to be used to email communication.
maillog file also do not generate anything unusual.
Can anyone guide how to resolve this issue?
