May I know how could I set the server to relay all outgoing email (except under my own domain) to relay through a smart host with smtp authentication (i.e. No-ip alternative port service) ?

I guess you need Postfix parameter "smtp_sasl_password_maps". Search this forum will give you some real cases contributed by our users.
