Topic: rcmail can't use filters

When I click on Settings>Filters in RCMail, I get an error "Unable to Connect To Server".

In any case, are you using a custom theme for roundcube mail?

*) Is managesieve service running and listening on port 4190? It's controlled by Dovecot.
*) Do you have proper config in Roundcube plugin 'managesieve'?

answer was simple, in dovecot.conf

protocols = imap sieve
